David Wunderlin, Executive Director

Wunderlin has both private, industry, and non-profit experience culminating in three decades of leadership in complex organizations.  His education includes two undergraduate degrees in Biology and Economics, an MBA in Finance, and a PhD in Leadership. 

He has led non-profit organizations which provide community services for early education, supported living and employment, and medical and psychological rehabilitation for people with a wide spectrum of life experiences.  He lives in Kitsap county, and has served as a board member of a public school district, a private university, several non-profits, a handful of corporations, and several public commissions.

Irmgard Davis, Fiscal Officer
Irmgard Davis has been responsible for all the finance and accounting and Information Technology functions of KCR for over 15 years, where she manages the finances for the corporation and its LLC’s. Prior to joining KCR, she worked as the Accounting Manager for Ostermann & Scheiwe in Tacoma. A Certified Public Accountant, she holds a Bachelors of Science degree in Business Administration and Finance from Penn State University and a Masters of Science degree in Business Administration and Finance from San Jose University.

Clay Blackwood, AmeriCorps Program Manager

Prior to joining KCR, Clay Blackwood was a collegiate-level Athletic Director, coach and also served as an adjunct faculty member at Olympic College.  He holds a master's degree in Coaching and Administration and a bachelors in Workforce Development.  He also has an extensive background in skill development for individuals within a team environment.  Clay has taught students how to be successful in time management, communication, develop critical thinking skills, emotional intelligence and organizational skills.  He joins the KCR staff dedicated to strengthening and better connecting our community through AmeriCorps efforts.  He is also resolved in helping AmeriCorps team members to be successful in their tenure and to accomplish their academic and career goals.

Services Director

Connie Mueller has been working in the field of human services for over 20 years as a volunteer and as staff. Her career has been devoted to at-risk families and children from newborn to teens. In 1989 she co-founded the Bainbridge Island Teen Center for youth that needed a safe, supervised and drug-free place to hang out, do homework or get a hot meal.

Connie was the Director of Bainbridge Youth Services for 12 years prior to coming to Kitsap Community Resources Head Start/Early Head Start/ECEAP in 2002. She is currently the Director of the Early Learning and Family Services Division encompassing Head Start/Early Head Start/ECEAP, WIC, Maintanence, Food Services, KYA and The Parenting Place.
KCREugenie JonesEugenie Jones, Community Relations and Development Manager
Eugenie Jones brings a richly diverse professional background to Kitsap Community Resources. She is widely known as a published writer and before joining KCR, she worked for defense contractors SAIC, McDonnell-Douglas, and successfully owned and operated a performance development firm, contracting with such clients as Bank of America, The City of Bremerton, and the U.S. Navy. She possesses a strong business operations background, with more than sixteen years of experience in business marketing, needs assessment, market strategy design and implementation.

Eugenie holds an M.B.A. and undergraduate degree in marketing, additionally possessing experience in web-design, public relations, communications, and is a favored local keynote speaker. She is active in various volunteer organizations in Kitsap County, a member of the International Association of Corporate Facilitators, a former VP of Marketing with Toastmasters International and has been honored by the YWCA as a “Women of Achievement” honoree.
